Roosevelt stands at center with a shovel in his hands, a mound of dirt in front of him and one of the two surviving Washington Navel Orange trees to the left of him. He is surrounded by a crowd of onlookers who stand either on the ground around him or above him on the balcony of the Frank Miller's adobe-style Mission Inn, which sports terracotta roof tiles.
